The origins of AIPIO can be traced to a meeting held at the Australian Institute of Criminology (AIC) in Canberra on 20 November 1990. The first Board of Management included: Don McDowell – President, Jack L’Epagniol - Vice President (Administration), Glenn Jones - Secretary / Treasurer, and Di Elphinstone – Member.  Following the circulation of a Draft Constitution to key stakeholders, forty intelligence officers voted to approve the Constitution and form AIPIO on 2 May 1991. The Institute was incorporated in the Australian Capital Territory (ACT) on 18 September 1991.

Over the years the AIPIO has been lead by some exceptional individuals who have contributed to the development of professional best-practice in the intelligence community and promoted the profession of Intelligence within and without Australia.
